Atty. Victor Gugushev comments on the measures in Budget 2026 for Bloomberg TV / 21.11.2025 г.
On November 19, Atty. Victor Gugushev shared an opinion for the program “In Development” on Bloomberg TV Bulgaria about the measures envisaged in Budget 2026, as well as aspects of Bulgarian–Romanian relations in light of the upcoming entry into the eurozone on January 1, 2026.
As Chairman of the Bulgarian–Romanian Chamber of Commerce, he expressed the Chamber’s official position that the increase in social security contributions in the first budget denominated in euros will not lead to significant positive results, but rather to a loss of competitiveness and a withdrawal of investors. According to him, the real issue that needs to be addressed is the lack of political will for administrative reforms that would increase efficiency.
Atty. Victor Gugushev emphasized that so far, the balanced tax and social security system — with its predictability — has attracted many major investors in the IT and outsourcing sectors to Bulgaria. With the adoption of the euro, the business community also expected an influx of new capital from Romanian companies opening offices in Bulgaria. The new budgetary measures are more likely to hinder this positive trend.
Regarding bilateral relations with Romania, Atty. Victor Gugushev pointed out the benefits of Bulgaria’s entry into Schengen, which are already noticeable in the sector of tourism. Key for the connectivity between the two countries is the Danube Bridge at the city of Ruse, which renovation is progressing on schedule, but the construction of carefully planned connecting infrastructure is equally important.
